To start an account at Dreamwidth you currently need either an invite code or to purchase paid time. They distribute codes every so often to keep control of how many free accounts are created so it doesn't get out of hand WRT their server capabilities and such. (LiveJournal used invite codes between 2001 and 2003 for this purpose.)
