I don't think he's genuinely stupid; he lacks common sense, doesn't apply himself to his studies, and doesn't seem to have a good "people sense". But I wouldn't describe him as "extremely smart" either!

I'd say given how little common sense and people skills he has, not to mention his almost ADHD-like inability to stay on-task, he's gotta have some brains in there somewhere to manage to function! :P
