It's a kind of general nerd-culture comic; Potter does pop up occasionally (i.e., this strip wasn't a fluke) among Star Trek, gaming, Whedonverse, Star Wars... you get the idea.

(If you meant "are there solely HP-themed webcomics out there?", there's caycowa's "Doomed Tower", at least - I'd link you on deviantArt but I can't get to it from work these days.)
